Stroger shuffles top financial leadershipWednesday, February 07, 2007 Daily Southtown by Jonathan Lipman Staff writer Cook County's top finance managers will be shuffled just after the budget is completed, board President Todd Stroger announced Tuesday. Tom Glaser, the county's chief financial officer since 1995, will become the second-in-command at the troubled bureau of health. His position there of chief operating officer will be a new one. Replacing Glaser will be one of his deputies, budget director Donna Dunnings, Stroger's cousin. Joseph Fratto, executive director of the Chicago Park District pension fund, will replace the retiring Walter Knorr as comptroller. Fratto was Stroger's boss when Stroger worked at the park district, and his brother Anthony Fratto is a longtime adviser to Chicago Mayor Richard Daley. Glaser's salary will jump from $154,000 to $225,000, while Dunnings salary will remain steady at $142,000. Their appointments will be made March 1, after the budget is approved. Fratto's appointment was approved Tuesday. His salary was not provided. Glaser said the move was at the request of interim health bureau chief Robert Simon, who wanted Glaser's expertise in reforming the bureau. Stroger defended hiring his cousin into the county's top finance job, citing her advanced business degree from Northwestern University and her long experience in finance. "There is no one I trust better than Donna Dunnings," Stroger said.
